School Configuration Updates: 2025/2026 and beyond

Dear Collège Béliveau Community,  

I am writing to provide updates on the building exchange plans for Windsor Park Collegiate (WPC) and Collège Béliveau (CB) and construction progress at École Sage Creek/Bonavista. I am also writing to share news of a proposed reconfiguration that would see students from École Howden transition to Collège Béliveau for Grade 7 rather than Grade 9.  

Update on Building Exchange Timeline 

The school division has not yet received provincial funding for the required renovations and additions. As a result, the exchange will not take effect in September 2025 as originally anticipated. 

While the need for the building exchange remains necessary to address projected enrolment growth at Collège Béliveau, slower-than-expected growth has reduced the immediate urgency of the building exchange.  

Conversations with provincial officials regarding the building exchange plans have been positive, and we are optimistic about the funding approval. The Minister of Education will tour both buildings in December as part of these ongoing discussions. 

Construction Progress at École Sage Creek/Bonavista 

Construction of the new French Immersion school in Sage Creek is ahead of schedule, with its opening planned for September 2025. Grade 7 and 8 French Immersion students from the Sage Creek community will be reassigned to the new school.  

Families affected by this change will receive an invitation to an upcoming information evening on Dec. 9.  

Reconfiguring École Howden as a Kindergarten to Grade 6 School

Grade 7/8 students residing in Windsor Park were reassigned from Collège Béliveau to École Howden in 2022 to create space to accommodate the surge in enrolment from Sage Creek. With the opening of the new school this fall, the Senior Leadership Team is proposing that École Howden resume its former configuration as a Kindergarten to Grade 6 school, with students returning to Collège Béliveau for Grades 7 to 12. The proposed change will address enrolment pressures at École Howden where many specialized learning spaces—standard elsewhere—have been repurposed for classroom instruction. While enrolment at Collège Béliveau will increase, it will remain within its projected capacity when the building exchange and proposed renovations are completed (see graph below).

Approval from the Board is required before any changes are implemented. Notice of motion will occur at the Dec. 3 Board meeting, with a decision expected Dec. 17. An information evening is planned for Dec. 5 at 6:30 p.m. at École Howden. If interested in attending, please register using the following link.
