Design with Us: Renovations to the 296 Speers Rd Building to Accommodate the English Program in Grades 9-12

The Louis Riel School Division (LRSD) Board of Trustees decided in June 2022 that an exchange of the Windsor Park Collegiate and Collège Béliveau buildings is the most optimal, sustainable, and achievable solution to the changing enrolment patterns in the southeast quadrant of the school division. LRSD is taking the next important step to advance proposed renovations to the 296 Speers Rd building as a priority capital project request with the Manitoba government. 

The existing building at 296 Speers Rd was constructed in 1957 with additions in 1961, 1964, and 1967. A portable was added in 1993 for graphic arts; it is now used as a band room.

The division engaged Prairie Architects Inc. to design concepts for the project and prepare a cost estimate. The proposed concepts would see the smaller 1964 and 1993 additions demolished and will ensure that the building meets the needs of the community it will serve. To this end, architects and Divisional Leadership worked with school administration, staff, students, families and community beginning in early November until January to help shape the two designs that were shared with the community on January 31. We continue to welcome the community’s thoughts and questions about the concepts.  

The next steps between now and April are to: 

  • continue consulting with students, staff, families, and community  
  • develop phasing options for the project  
  • present the final concept design, phasing options, and cost estimate to the community  

The final concept design, phasing options, and cost estimate will assist LRSD’s ongoing work to expand the Manitoba government’s understanding of and secure their support for this proposed capital project.
